Historical Gulf Coast turnarounds and prior plans
These four examples provide context for the 2027 calendar. They include historical maintenance plans, a deferred turnaround and a contractor’s account of site support. Each is identified by the kind of evidence it provides; a planned duration is not an actual completion record.

Motiva Port Arthur: the September 2019 VPS-5 plan
Industrial Info Resources reported plans for 60 days of work on VPS-5 and 45 days on the associated naphtha hydrotreater, reformer and isomerization unit.
This is a relevant comparison because the same general group of units appears in the reported fall 2027 scope. It does not establish the duration of the 2027 turnaround.

OPIS reported crude-unit and coker work with a planned duration of 50 to 55 days. PBF subsequently moved the turnaround into 2027.
This is the earlier plan for the same work, not evidence of a completed 2026 outage. The original duration has not been reconfirmed for 2027.

Reuters reported an FCC shutdown beginning February 25, 2022, an original seven-week plan and a later April 5 completion target.
The example offers context for FCC maintenance at another refinery. Neither the original plan nor the later target establishes actual completion, and neither sets Beaumont’s 2026–2027 schedule.

In a contractor account published in 2024, Sodexo describes 11 weeks of around-the-clock support for the January 2022 turnaround, with as many as 4,800 additional contractors.
The account illustrates the scale of site support during that event. It is not a staffing forecast for CITGO Lake Charles or another 2027 turnaround.
