9 Gulf Coast Refineries to Target for Valves, Automation and Steam Products
Nine named Texas and Louisiana refineries, current source-backed sales signals, product-specific entry points and the engineer-to-procurement path.
For sellers of: process and isolation valves, electric/pneumatic actuation, steam and condensate products, process gauges, instrumentation and valve repair. These are named prospects with cited public evidence, not invented open RFQs or verified purchase orders.
A refinery is not one buying center. An FCC, coker, steam header and renewable-diesel tie-in impose different equipment duties, responsible engineers, standards and sourcing routes. The useful starting point is one product at one named unit, not a generic operator contact list.
Three public signals worth working now
Chalmette Refining: PBF's public 2026 guidance identified a Gulf Coast crude-unit/coker turnaround in Q4 2026. A control-valve, MOV or instrument supplier can ask whether a scoped work package still needs a qualified vendor. Do not tell a rep the tender is open; the signal is the published turnaround plan, not an invitation to bid.
Phillips 66 Lake Charles: The operator's official page names FCC, alkylation, delayed coking, hydrocracking, reforming and other units. That is enough to construct a unit-by-unit valve and instrument discovery map, but not an installed OEM census. Check the site description.
Marathon Galveston Bay: The operator publishes 1,055 MW of cogeneration capability and 4.3 million pounds of steam per hour. For a steam systems vendor, that is a more useful sales entry point than refinery throughput: ask utilities about steam-trap population, condensate losses, survey access and prior repair programs. Marathon's published steam context.
Refinery targets with product-fit questions and first buying-center roles
Use the following prospect table to select three accounts for a focused product campaign. The product fits are applications to qualify, not claims that a facility has an open order or a given valve model installed. Each row links back to the public evidence for its inclusion.
Chalmette's official supplier portal welcomes supplier interest but explicitly says submission does not prequalify a company. Treat registration and technical sponsorship as separate tracks. Phillips 66's vendor relations pages explain purchase order/invoicing mechanics for vendors; they are not evidence that your company is approved. Ask whether purchase execution is through a site PO, MSA, OEM, service contractor, EPC or distributor.
PEMEX Deer Park is not Shell's refinery. PEMEX acquired the full refinery in January 2022, while Shell operates the adjacent chemical complex. Map the right legal buyer and fence line before any pursuit. Official site history.
LyondellBasell Houston is not an active refinery sale target. Refining ended in March 2025 according to the EIA. A retired refinery may have other property or decommissioning activity, but that is not proof of operating refinery MRO. Official closure evidence.
A seven-working-day account plan
- Day 1: select three sites and one product family; save the dated source.
- Day 2: verify the actual unit, process or utility use case and current operating entity.
- Day 3: map process engineering, maintenance/reliability, planner, plant operations and sourcing; do not guess names.
- Day 4: create a one-page technical hypothesis with required field data and proof of comparable work.
- Day 5: resolve approved vendor status, OEM limitations, safety documentation and the exact buying channel.
- Days 6-7: request a targeted technical discovery or survey, then create a forecastable deal only once need, timing, buyer and next step are confirmed.

Questions Answered
Where is a publicly disclosed refinery crude/coker turnaround for Q4 2026?
PBF's 2026 guidance includes a Gulf Coast crude-unit/coker turnaround in Q4; verify current work-package and vendor access before treating it as a bid.
Which refinery has documented large steam utility systems?
Marathon Galveston Bay publishes cogeneration and high steam production capability. That supports discovery, not a claimed trap count or open repair purchase.
Can a vendor apply directly at PBF Chalmette?
Chalmette publishes a supplier-interest portal but explicitly says applying does not confer prequalification.
Who owns Deer Park refinery?
PEMEX operates the refinery; Shell's adjacent chemicals facility is a separate buyer.
